1) Finance Ministry notifies a new FDI limits for satellite related activities under FEMA

The Ministry of Finance has amended the Foreign Exchange Management (Non-Debt Instruments Rules) Rules 2019 to put the new foreign direct investment (FDI) limitations for satellite-related industries into effect.

The new regulations will be titled Foreign Exchange Management (Non-Debt Instruments) (3rd Amendment) regulations, 2024.

The new rules will go into force on April 16th, 2024.
Background:

  • In February 2024, the Union Cabinet, chaired by Prime Minister Narendra Modi, agreed a modification to FDI policy for the space sector.
  • The modified FDI Policy allows for 100% FDI in the space industry.
  • According to the modified FDI policy, the satellite sub-sector is divided into three separate activities, each with its own set of foreign investment limitations.

Details of the notification:

  • Under the automated route, up to 100% FDI is permitted for the manufacture of satellite components and systems or sub-systems, as well as the ground and user segments.
  • For satellite manufacturing and operations, satellite data products, and ground and user segments, up to 74% FDI is permitted under the automated method, whereas FDI over 74% requires government permission.
  • For launch vehicles and related systems or subsystems, as well as the establishment of spaceports for launching and receiving spacecraft, up to 49% FDI is permitted via the automatic route, whereas FDI in excess of 49% requires government permission.

Note:

  • The Department of Space established this reform strategy in conjunction with stakeholders such as IN-SPACe (Indian National Space Promotion and Authorization Centre), ISRO, and NSIL (New Space India Limited).
  • NGEs (Non-Government Entities) have gained skills and knowledge in satellite and launch vehicle technology.

Points to note:

  • Automatic Route: Under the automatic route, a non-resident or Indian firm does not require approval from the Reserve Bank of India (RBI) or the Government of India (GoI). Medical devices, petroleum refining, pension, insurance, and other sectors fall under the automated route.
  • Government Route: The Government’s consent is required under the Government route.
    Print media, multi-brand retail training, broadcasting content services, and other sectors fall under the heading of government routes.

The Foreign Investment Facilitation Portal (FIFP) serves as a single-window approval system for FDI applications.FDI applications are accepted or refused after consultation with the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce.

2) CBDT signs record number of 125 Advance Pricing Agreements (APAs) in FY24

In Fiscal Year 2023-24 (FY24), the CBDT achieved a record by signing 125 Advance Pricing Agreements (APAs) with Indian taxpayers, consisting of 86 Unilateral APAs (UAPAs) and 39 Bilateral APAs.

This is a 31% increase from 95 APAs in FY23 and the biggest number of APAs signed in any fiscal year since its start, increasing the total to 641 and including 506 UAPAs and 135 BAPAs.

Key Points:

  • FY24 also witnessed the biggest number of BAPAs signed to date, owing to Mutual Agreements with seven of India’s treaty partners: Australia, Canada, Denmark, Japan, Singapore, the United Kingdom (UK), and the United States (US).
  • In India, since their creation in August 2012, the CBDT has signed just 5 APAs in the first full fiscal year of 2013-14. Since then, the annual number of completed APAs has increased dramatically.

About Advance Pricing Agreements (APAs):

It seeks to eliminate double taxation for taxpayers, improve tax procedures, and promote international investment. The CBDT administers the APA plan to improve the ease of doing business.

  • APAs provide certainty and transparency in transfer pricing concerns.
  • In India, it allows taxpayers to predict the arm’s length pricing of foreign transactions for up to five years in advance, with the ability to roll back for four prior years, giving taxpayers certainty for a total of nine years.
  • There are three types of APAs: unilateral (involving only the taxpayer and their country’s tax authority), bilateral (involving the taxpayer, their country’s tax authority, the associated enterprise in a foreign country, and that country’s tax authority), and multilateral.

3) Government Forms Panel to Promote Laws for Efficient Mining of Critical Minerals

The government has formed a seven-member team, led by Vijay Kumar Saraswat, to suggest legal changes and encourage commercially feasible extraction of vital minerals found in restricted amounts.

Details about the Panel formed:

  • K. Saraswat, the panel’s chairman, is a member of the National Institution for Transforming India (NITI Aayog).
  • The panel’s primary goal is to give judicial measures to assure cost-effective and scientific mining of deeply entrenched mineral resources such as copper, gold, and diamonds, which often form in the shape of veins and can only be mined by underground mining.
  • One of the panel’s tasks will also be to develop measures for raising awareness among states about the impacts of mining reforms.

In 2023, the Geological Survey of India (GSI) identified around 5.9 million tonnes of lithium reserves in the Salal-Haimana area of Jammu and Kashmir, which play an important role in the manufacture of electric cars.

4) MoA&FW Notifies Specifications of IFFCO’s Nano Urea Plus

The Ministry of Agriculture and Farmers Welfare (MoA&FW), Government of India, has notified specifications for a new product Nano Urea (liquid) 16 (Nano Urea Plus) fertiliser, which will be manufactured in India by Indian Farmers Fertilizer Cooperative Limited (IFFCO) for a three-year period beginning April 15, 2024.

Nano Urea Plus is a new type of nano urea designed to fulfill crop nitrogen requirements throughout crucial growth periods.

About Nano Urea (Liquid) 16 /Nano Urea Plus:

  • Nano Urea Plus in liquid form contains 16% nitrogen, has a pH (potential for hydrogen) of 4-8.5, and a viscosity of 5-30.
  • Commercial production of Nano Urea Plus will begin in IFFCO’s Kalol, Aonla, and Phulpur plants in Gujarat and Uttar Pradesh, respectively.

  • Nano Urea Plus is an improved formulation of Nano Urea that redefines crop nutrition by meeting nitrogen requirements throughout critical growth periods.

The Government of India (GoI) Geographical Indication Registry has issued Geographical Indication (GI) tags to 13 new Uttar Pradesh (UP) goods. This contains both Banaras Tirangi Barfi and Banaras Metal Casting Craft.
This brings the overall number of GI goods from UP to 75. UP has maintained its position as the state with the highest number of GI-tagged items in India.
Tamil Nadu ranks second with 58 GI-tagged items.

6) BEL signs MoU with IIT Mandi for Co-operation in Various Fields

Bharat Electronics Limited (BEL) has signed a Memorandum of Understanding (MoU) with the Indian Institute of Technology (IIT) in Mandi, Himachal Pradesh, to collaborate on research and technology and product development in areas such as semiconductors, quantum technologies, and drones.

The MoU seeks to harness BEL and IIT-Mandi’s strengths and skills.

This is consistent with the Government of India’s (GoI) ‘Make in India’ strategy, which promotes indigenisation of goods and solutions.

7) Exercise “DUSTLIK 2024’’: India-Uzbekistan Joint Military Exercise To Strengthen Bilateral Relations (Current Affairs 19th April 2024)

The fifth iteration of the India-Uzbekistan Joint Military Exercise ‘DUSTLIK 2024’ will take place in Termez District, Republic of Uzbekistan, from April 15th to 28th, 2024.

Note:

Exercise DUSTLIK 2023, the fourth iteration of the exercise between India and Uzbekistan, took place from February 20 to March 5, 2023 at the Foreign Training Node in Pithoragarh, Uttarakhand (India).

The inaugural Exercise DUSTLIK was held in Uzbekistan in November of 2019.

Exercise DUSTLIK 2024:

Participants:

  • The Indian Armed Forces contingent of 60 soldiers consists of 45 members of the Indian Army (IA), mostly from a Battalion of the JAT Regiment, and 15 members of the Indian Air Force (IAF).
  • The Uzbek force, consisting of roughly 100 men from the Uzbek Army and Air Force, will be represented by members of the Southern Operational Command, which is part of the South-West Military District.

Objective:

To enhance combined capabilities and foster military collaboration in order to conduct joint operations in semi-urban and hilly terrain.

The exercise will concentrate on high levels of physical conditioning, joint planning, joint tactical drills, and the fundamentals of special weapons skills.

  • Exercise DUSTLIK 2024 allows India and Uzbekistan to exchange their tactics, techniques, and procedures for conducting combined operations.
  • The exercise will assist the Indian and Uzbek militaries in developing mutual understanding, comradery, and interoperability.

CAS General Manoj Pande Opens State-of-the-Art IT Lab

During his four-day visit to Uzbekistan from April 15 to 18, 2024, Indian Army Chief of Army Staff (CAS) General Manoj Pande opened a cutting-edge Information Technology (IT) Laboratory at the Uzbek Academy of Armed Forces.

About the IT Lab:

  • The IT Lab was first proposed during the Defense Ministers conference in September 2018.
  • The project was allocated a total of Rs 8.5 crore (which surpassed the budget of Rs 6.5 crore).
  • The modern IT Laboratory includes two lecture halls, a cutting-edge cybersecurity lab, a hardware programming lab, an object-oriented programming lab, a web programming lab, a server room, a multimedia room, and a virtual reality room.
  • This joint project strengthens India-Uzbekistan relations, with the promise of expanded defense and technological collaboration.

The International Financial Centres Authority (IFSCA) set up a standing committee to develop a framework for introducing climate financing solutions. The group intends to turn GIFT City (Gujarat International Finance Tec-City) into a climate finance powerhouse.

The group is anticipated to report to the government by the end of May 2024.

In its study ‘Viksit Bharat @2047,’ the PHDCCI (PHD Chamber of Commerce and Industry) expects India’s economy to develop at 8-8.3% in FY25, with a GDP of USD 34.7 trillion by 2047 and a per capita income of USD 21,000.

India’s economy is expected to reach USD 7 trillion by 2030.

They aim to achieve this through 10 key enablers outlined in the report which include the following:

  • Concentrate on semiconductor sector development.
  • Support the startup ecosystem in becoming the second biggest by 2030.

  • Accelerate digital transformation to be in the top five on the Government AI Readiness Index by 2047.

  • Post-2035, the growth rate is expected to average 6.7% during the next 23 years.
  • By 2047, agriculture’s GDP share will fall to 12% from 20% in 2023, while manufacturing will increase to 25% from 16% in 2023, and services will continue at 54%.
  • India’s exports are expected to reach USD 10 trillion by 2047, equally split between merchandise products and services.
  • The food processing sector is expected to reach USD 2,150 billion by 2047, up from USD 307 billion in 2023.
  • Life expectancy will rise to 67 years by 2021, up from 63 in 2000, and hospital bed availability will climb to 12 per 1,000 people by 2047, up from 6 per 1,000 people in 2030.

10) IIT Kanpur & BFI Partners to Accelerate Healthcare Innovation in India  (Current Affairs 19th April 2024)

On April 16, 2024, the Indian Institute of Technology (IIT) Kanpur in Uttar Pradesh and the Blockchain For Impact (BFI) foundation in Bengaluru (Karnataka) established a strategic alliance through the BFI-Biome Virtual Network Program to foster ideas and accelerate improvements in healthcare in India.

The Memorandum of Understanding (MoU) was signed at IIT Kanpur by Professor Kantesh Balani, Dean of Resources and Alumni (DoRA), and Dr. Gaurav Singh, CEO of BFI.

As part of this collaboration, BFI will assist IIT Kanpur in encouraging entrepreneurial activities through its Startup Incubation & Innovation Centre (SIIC).

The BFI will invest more than USD 150,000 over three years in IIT Kanpur’s SIIC to build programs exclusively for healthcare-focused entrepreneurs.

Note: The BFI-Biome Virtual Network Programme is a program that brings together research institutes and incubators under one roof to promote stakeholder engagement.

11) BNP Paribas to Buy Fosun’s 9% Stake in Belgian Insurer Ageas for about 730 Million Euros (Current Affairs 19th April 2024)

BNP Paribas, the eurozone’s largest bank, has agreed to buy a 9% stake in Belgian insurer Ageas from China’s Fosun Group for around 730 million euros. The transaction is spearheaded by BNP Paribas Cardif, the banking group’s insurance subsidiary.

With this, BNP Paribas will become Ageas’ largest stakeholder.

BNPP’s acquisition of the initial 4.8% share in Ageas will result in the regulatory approvals needed for the complete 9% stake purchase.

Fosun International’s plan to sell an 8.19% share in Ageas for up to 670 million Euros in April 2024 underscores the company’s efforts to streamline its portfolio and reduce debt.
Following the transaction, Fosun would retain 1,952,524 shares in Ageas, representing approximately 1% of the company’s stock.

In 2023, the BNPP sold its retail business in the United States of America (US) for USD 16.3 billion, freeing up capital for strategic acquisitions.

  • BNP Paribas was founded on May 23, 2000, with the merger of Banque Nationale de Paris (BNP), France’s top deposit bank, and Paribas, a worldwide investment bank.
  • Ageas and BNP Paribas have a long-standing partnership through their joint ownership of AG Insurance, Belgium’s largest insurer. Ageas controls 75%, while BNP holds the remaining 25%.

Dr. Samir V Kamat, Secretary, Department of Defence (Research and Development) and chairman of the Defence Research and Development Organisation (DRDO), unveiled a cutting-edge Submersible Platform for Acoustic Characterisation and Evaluation (SPACE) at the Underwater Acoustic Research Facility in Kulamavu, Idukki district, Kerala, on April 17, 2024.

The opening of the SPACE facility is a significant milestone in naval technological progress.

About SPACE:

  • DRDO’s Naval Physical and Oceanographic Laboratory (NPOL) is establishing the SPACE facility as a leading testing and evaluation hub for sonar systems on various Indian Navy platforms, including ships, submarines, and helicopters.
  • The facility designers will divide the facility into two main components: a surface platform designed to float on the water’s surface and a submersible platform.
  • This submersible platform can then be lowered to a depth of 100 meters using winch devices. Once operations are complete, the winch devices will then winch the submersible platform back up, where it will be moored to the floating platform.

  • The submersible platform will primarily be utilized to evaluate the sonar system. It would enable the speedy deployment and simple recovery of scientific packages such as sensors and transducers.
  • It will also be utilized to survey, sample, and gather data on air, surface, mid-water, and reservoir floor characteristics with scientific instruments.
  • It will facilitate data processing and sample analysis in contemporary, well-equipped scientific facilities.

  • 30 Indian wrestlers competed at the 2024 Asian Wrestling Championships, including 10 in men’s Greco-Roman, 10 in women’s freestyle, and 10 in men’s freestyle.
  • This tournament will also be the first to have Indian wrestlers participating under India’s name and flag when United World Wrestling (UWW) overturned the suspension of the Wrestling Federation of India (WFI) in February 2024.

Note: India won 14 medals in the 2023 Asian Wrestling Championships in Astana, Kazakhstan, including 1 gold, 3 silvers, and 10 bronze.

Every year on April 18th, the International Day for Monuments and Sites (IDMS), also popularly known as World Heritage Day, compels local communities and individuals around the world to actively appreciate the significance of cultural heritage in shaping their lives, identities, and communities.

The topic for International Day of Monuments and Sites 2024 is “Disasters and Conflicts Through the Lens of the Venice Charter.”

Background:

  • ICOMOS founded the International Day for Monuments and Sites (IDMS) in 1982.
  • The United Nations Educational, Scientific, and Cultural Organization (UNESCO) accepted ICOMOS’s foundation of IDMS at its 22nd General Conference in 1983.
  • UNESCO first noticed IDMS in 1983.
