MoHFW Signed MoU with MoD To  Set Up Dedicated Tele MANAS Cell For Armed Forces

The Ministry of Health and Family Welfare (MoHFW) and the Ministry of Defence (MoD) have signed a Memorandum of Understanding (MoU) to jointly operate a unique Tele Mental Health Assistance and Networking Across States (Tele-MANAS) Cell.

Tele MANAS Cell, MoHFW’s National Telemental Health Helpline, is a two-year pilot effort based at the Armed Forces Medical College (AFMC) in Pune, Maharashtra.

Signatories: Aradhna Patnaik, Additional Secretary (AS) and Managing Director (MD) of MoHFW’s National Health Mission (NHM), and Lieutenant General Daljit Singh, Director General (DG) of AFMS, signed the Memorandum of Understanding in New Delhi.

The Tele-MANAS Cell was established on December 1, 2023, at the AFMC in Pune by the Chief of Defence Staff (CDS), General Anil Chauhan, PVSM, UYSM, AVSM, SM, and VSM, in the presence of key MoHFW officials.

About Tele-MANAS:

Tele MANAS is the digital extension of the District Mental Health Programme (DMHP), offering comprehensive, integrated, and inclusive telemental health services around the clock.

This initiative establishes a toll-free number, 14416, in each state and union territory (UT), enabling easy access to mental health services.

There are presently 51 Tele MANAS cells in operation in all 36 states and territories, offering services in 20 different languages.

Since its start in October 2022, Tele MANAS has received over 10 lakh calls and processed over 3,500 calls every day.

The findings indicate a strong need for mental health services, stressing the importance of addressing mental health issues holistically and inclusively, especially in specialized contexts such as the Armed Forces.

SC Reconstitutes Gender Sensitisation and Internal Complaints Committee, Appoints Justice Hima Kohli as Chairperson

On May 31, 2024, the Supreme Court of India (SC) reconstituted the Gender Sensitization and Internal Complaints Committee (GSICC). Justice Hima Kohli has been named Chairperson of the Committee.

About the committee:

The committee has a total of 12 members from diverse professions.

The appointments were made by the Chief Justice of India (CJI), Dr. DY Chandrachud, in accordance with Clause 4(2) of the Gender Sensitization and Sexual Harassment of Women at the Supreme Court of India (Prevention, Prohibition, and Redressal) Regulations, 2013.

Dr. Sukhda Pritam, Additional Registrar, will act as Member Secretary.

Justice BV Nagarathna as member; Advocate Soumyajit Pani as a representative of the Supreme Court Bar Association (SCBA) along with Anindita Pujari under Clause 4(2)(c); Advocate-on-record as representative of the Advocate-on-record at the SC Association under Article 4(2)(d); and Ms. Madhu Chauhan as representative of the SC Advocates Association under Article 4(2)(e).

The other members are: Shruti Pandey, Professor of Legal Practice, Jindal Global Law School, O.P. AFMS Signed MoU with IIT Hyderabad For Collaborative Research and Training

The Armed Forces Medical Services (AFMS) has inked an MoU with the Indian Institute of Technology (IIT) Hyderabad to collaborate on research and training.

Signatories: The MoU was signed by AFMS Director General (DG) Lieutenant General Daljit Singh and IIT Hyderabad Director Professor Budaraju Srinivasa Murty.

According to the Quacquarelli Symonds (QS) World University Rankings 2025, the Indian Institute of Technology (IIT) Bombay, Mumbai (Maharashtra) and IIT Delhi, New Delhi (Delhi) are the only two Indian Institutes ranked among the top 150 universities.

IIT-B has kept its status as India’s top higher education institute, placing 118th on the worldwide list. IIT Delhi rose from 197th (in 2024) to 150th (in 2025).

The Massachusetts Institute of Technology (MIT), Cambridge, United States of America (USA), has led the global ranking for the 13th time (2012 and 2014–2025).

Guru Gobind Singh Indraprastha University (GGSIPU), previously known as Indraprastha University (IP university or IPU), has received the coveted “Rising Star” title from QS World Ranking.

India attended the World Summit on the Information Society (WSIS +20) Forum High-Level Event 2024, which took place in Geneva, Switzerland, from May 27th to May 31st, 2024.

This symbolizes 20 years of progress in implementing WSIS outcomes.

The Indian delegation at WSIS+20 was led by Niraj Verma, Additional Secretary, Department of Telecommunication, Ministry of Communications, Government of India (GoI).

“AI for Good” Global Summit: India has taken over the baton to host WTSA 2024 in New Delhi.

India also attended the “AI for Good” Global Summit, which took place from May 30 to 31, 2024, at the International Conference Center Geneva (CICG) in Geneva, Switzerland.

The conference was arranged by the ITU in collaboration with 40 UN sister organizations and co-hosted by the Swiss government.

SEBI Sets Up Ad-hoc Committee To Review Ownership, Eco Structure Of Clearing Corporations (Current Affairs 6th June 2024)

The Securities and Exchange Board of India (SEBI) has formed an Ad-hoc Committee to examine the ownership and economic structure of Clearing Corporations (CCs) and provide recommendations to guarantee that CCs function as robust, independent, and unbiased risk managers.

The ad hoc committee will be led by Usha Thorat, the Reserve Bank of India’s (RBI) former Deputy Governor from 2005 to 2010.

Background:

According to a 2018 study by the Committee on Review of Regulations and Relevant Circulars relating to Market Infrastructure Institutions (MIIs) chaired by R Gandhi (referred to as the Gandhi Committee), MII ownership should be diverse and broadly owned.

  • The committee identified that although most clearing firms in India are completely controlled by a single exchange, these firms, due to their role as risk-bearing Market Infrastructure Institutions (MIIs), ought to have a broader ownership structure.
  • Furthermore, recognizing the sensitive nature of clearing corporations (CCs) and their critical role in managing significant risks, the committee recommended a prohibition on listing these entities.
  • SEBI established guidelines for the ownership and governance structure of CCs.

It recommended that one or more stock exchanges own at least 51% of a recognized CC’s paid-up equity share capital. Individuals from India or outside cannot own more than 5% of a company’s paid-up equity share capital (v).Other categories (depository, banking, insurance, and their foreign counterparts, including foreign stock exchanges) may hold up to 15% of the paid-up equity share capital.

  • The Ad-hoc committee will investigate the potential of expanding the list of eligible investors entitled to hold shares in a clearing organization, as well as recommending categories of investors who can do so.
  • It will also look at the necessity to adjust the ownership limits of various entities in a clearing company.
  • The parent exchange now dominates the ownership structure of a clearing business, with all clearing firms subject to its regulatory jurisdiction being subsidiaries of their parent exchanges.
  • First, the Committee will convene to discuss the appropriate financial structure for a clearing company. During this discussion, they will explore various options to ensure the clearing company’s financial independence and stability.
  • Following this exploration, the Committee will then formulate and present proposals that effectively achieve these goals.

According to data from the Ministry of Commerce and Industry (MOCI), the Netherlands was the third largest export destination in FY24, trailing only the United States of America (USA) and the United Arab Emirates.

India-Netherlands Trade Progress in FY24:

  • India’s exports to the Netherlands climbed by 3.5% in FY24, reaching USD 22.36 billion from USD 21.61 billion in FY23.
  • This development occurs despite India’s overall product shipments falling by more than 3%.
  • The trade surplus was primarily driven by an increase in the export of items such as petroleum products (USD 14.29 billion), electrical goods, chemicals, and medicines.
  • India’s trade surplus with the Netherlands rose to USD 17.4 billion in FY24 from USD 13 billion in FY23.
  • In FY24, bilateral trade between India and the Netherlands decreased marginally to USD 27.34 billion, down from USD 27.58 billion in FY23.
  • India’s biggest European commercial partners are the Netherlands, Germany, Switzerland, the United Kingdom, and Belgium.
  • During FY24, India received around USD 5 billion in foreign direct investment (FDI) from the Netherlands. It totaled USD 2.6 billion in FY23.
  • The Netherlands has taken over important destinations including the United Kingdom (UK), Hong Kong (China), Bangladesh, and Germany.
