1) 7th India-France Joint Military “Ex-SHAKTI” 2024 Commences in Meghalaya

The seventh India-France joint military exercise “Exercise SHAKTI 2024” began on May 13, 2024, in Umroi, a fully constructed and advanced Foreign Training Node in Meghalaya.

Ex-SHAKTI is a biannual training exercise performed alternately between India and France.

The 14-day joint exercise is slated to take place from May 13 to May 26, 2024.

The combined exercise will center on activities in semi-urban and mountainous areas.

Key Participants:

  • The Indian contingent is primarily represented by a battalion of the RAJPUT Regiment, which comprises of 90 troops. Observers from the Indian Air Force and Navy will also take part in the drill.
  • The French contingent will be mostly represented by members of the 13th Foreign Legion Half-Brigade (13th DBLE). It is likewise made up of 90 people.

Key Highlights:

  • The exercise intends to increase both nations’ joint military capabilities to conduct multi-domain operations in a sub-conventional scenario under Chapter VII of the UN mandate.
  • The combined exercise will involve tactical drills like as responding to a terrorist attack including the capture of a designated region, establishing a combined Command Post, and establishing an Intelligence and Surveillance Centre, among other things.

Significance: This joint EX-SHAKTI will allow both nations to share best practices in joint operation tactics, techniques, and procedures. It will enable the development of interoperability between the two countries’ armed forces.

Note: The sixth edition of Ex-SHAKTI took place in November 2021 at the Military School of Draguignan in France.

2) Highlights of 19th United Nations Forum on Forests held in New York

The United Nations Forum on Forests’ 19th session (UNFF19) took place from May 6 to May 10, 2024, at the United Nations (UN) headquarters in New York, United States (US). The UNFF Secretariat arranged the forum. It was presided over by Zéphyrin Maniratanga of Burundi.

The forum conducted a midterm evaluation of the International Arrangement on Forests.

The session’s main outputs were a High-Level Segment declaration and an omnibus resolution including the results of the midterm review as well as the Forum’s new Quadrennial Programme of Work for 2025-2028.

The Indian delegation was led by Jitendra Kumar, Director General of Forests and Special Secretary, Ministry of Environment, Forests, and Climate Change.

3) India & Iran Signed a Long Term Contract to Operate Chabahar Port in Iran

On May 13, 2024, India and Iran inked a 10-year deal to run the Shahid Beheshti Port Terminal at Chabahar Port, Iran. This will improve regional connectivity and trade relationships.

The deal was signed between India Ports Global Limited (IPGL), a wholly-owned subsidiary of India Ports Global Chabahar Free Zone (IPGCFZ), and the Iranian Port and Maritime Organisation (PMO).

Key People: The contract was signed in the presence of Sarbananda Sonowal, Minister of Ports, Shipping, and Waterways, Government of India (GoI), and Mehrdad Bazrpash, Iranian Minister of Roads and Urban Development.

Key Points:

  • According to the deal, IPGL will invest around USD 120 million to equip the port.
  • India has also given a USD 250 million credit facility for mutually agreed-upon projects aimed at improving Chabahar’s infrastructure.

Background:

  • In May 2015, India signed an inter-governmental memorandum of understanding (MoU) to build the Chabahar port.
  • The contract was signed in May 2016, during Prime Minister Narendra Modi’s visit to Iran.
  • In May 2016, India began development of the Shahid Beheshti terminal as part of a tripartite agreement (Chahbahar Agreement) inked with Iran and Afghanistan.

About Chabahar Port Project:

  • Chabahar Port is a deep-water port in Sistan-Baluchistan Province, South Eastern Iran. It comprises of two significant ports: Shahid Kalantari and Shahid Beheshti.
  • It is India and Iran’s flagship project, with the goal of serving as an important transit port for commerce with Afghanistan and Central Asian landlocked countries.
  • Chabahar Port is significant for India because it provides a quicker and more practical path via which India can easily circumvent Pakistan and trade with Central Asian countries.
  • Chabahar Port is an important hub for the International North-South Transport Corridor (INSTC) project.

5) Illegal trafficking of Wildlife Remains Prevalent: UNODC 3rd World Wildlife Crime Report

The United Nations Office on Drugs and Crime (UNODC) has issued the third edition of its World Wildlife Crime Report, titled ‘World Wildlife Crime Report 2024: Trafficking in Protected Species’, which emphasizes the ongoing problem of unlawful trafficking in plant and animal wildlife.

Report Summary:

The UNODC’s Research and Trend Analysis Branch created the study, which examines current trends in the unlawful trafficking of protected species and provides a detailed evaluation of the causes and worldwide repercussions of wildlife crime.

The report, which is published every four years, examines data from 2020-2021 to determine the scale of illegal wildlife trading.

The first and second versions of the report were released in 2016 and 2020, respectively.

Highlights:

Seizures in 2020 and 2021 were roughly half of prior years, most likely owing to COVID-19 interruptions rather than a significant decrease in trafficking.

From 2015 to 2021, 13 million items were confiscated, suggesting an illicit trade of around 4,000 species across 162 nations and territories.

The CITES Appendices include around 3,250 of these species.

The most trafficked species were corals (16%), crocodiles (9%), and elephants (6%).

For the first time, an indicator of progress toward Sustainable Development Goal (SDG) target 15.7 was included, which aims to eradicate trafficking in protected species of flora and animals.

On the plus side, trafficking in elephant ivory and rhinoceros horn elephant has decreased.

The research advocates for enhanced legislative enforcement and execution, including anti-corruption measures, because wildlife crime, such as the trafficking of rare flora and animals, has led to local or global extinctions.

6) SBI Becomes the 1st Bank as Trading-cum-Clearing Member (TCM) of IIBX (Current Affairs 15th May 2024)

On May 13, 2024, India’s largest public sector bank (PSB), State Bank of India (SBI), announced that it has become the first bank in India to act as a Trading-cum-Clearing Member (TCM) at the India International Bullion Exchange IFSC Limited (IIBX), India’s first international bullion exchange in GIFT City, Gandhinagar (Gujarat).

This permits the International Financial Services Centre (IFSC) Banking Unit (IBU) of SBI to trade on the IIBX platform.

Background:

At February 2024, the Reserve Bank of India (RBI) approved Indian bank branches at GIFT-IFSC (Gujarat International Finance Tec-City-International Financial Services Centre) to function as Trading Members (TM)/ Trading and Clearing Members (TCM) of IIBX.

It empowered approved Indian banks to serve as Special Category Clients (SCCs) and import gold or silver through IIBX.

About India International Bullion Exchange IFSC Limited(IIBX):

On June 29, 2022, Prime Minister Narendra Modi unveiled the IIBX at the GIFT-IFSC in Gandhinagar, Gujarat.

The International Financial Services Centres Authority (IFSCA) regulates IIBX.

The following entities are eligible to join IIBX: registered partnership firms, private limited companies, public limited companies, and IBU branches in GIFT City, among others.

10) Hinduja Group Firm IIHL Receives Approval From IRDAI For Reliance Capital Acquisition (Current Affairs 15th May 2024)

The Hinduja Group’s IndusInd International Holdings Limited (IIHL) has got clearance from the Insurance Regulatory and Development Authority of India (IRDAI) to acquire Reliance Capital.

IIHL will acquire both Reliance General Insurance and Reliance Nippon Life Insurance.

The permission is contingent on certain’regulatory, legislative, and judicial’ clearances/compliances. IIHL expects to close the Reliance Capital (RCap) transaction by the National Company Law Tribunal’s (NCLT) deadline of May 27, 2024.

On February 27, 2024, the NCLT accepted Hinduja Group business IndusInd International Holdings Limited’s Rs 9,650 crore resolution plan for Reliance Capital.

The Hinduja Group is yet to gain approval from the Reserve Bank of India (RBI) and the Competition Commission of India (CCI) for the transaction to close.

Padma Shri Awardee Dr. Birubala Rabha, a well-known anti-witch hunting activist, died at the age of 75 in the State Cancer Institute (SCI) at Guwahati Medical College Hospital (GMCH) in Guwahati, Assam. She was born in 1954 in Thakurvila village, Goalpara, Assam.

About Birubala Rabha

Birubala Rabha founded ‘Mission Birubala’ in 2012 to raise awareness about societal evil and superstitious beliefs, which saved the lives of 55 victims in Majuli, Kokrajhar, Goalpara, and Tinsukia districts.

She was influential in the passage of the Assam Witch Hunting (Prohibition, Prevention, and Protection) Act, 2015, which set fines of up to Rs 5 lakh and 7 years in prison for identifying and naming someone a witch.

Awards & Honours:

  • Rabha was awarded the Padma Shri in 2021 for her efforts to preserve lives in rural India.
  • In 2005, The Swiss Peace, Switzerland nominated her for the Nobel Peace Prize as part of the ‘1000 Women’ project.

  • The International Council of Nurses (ICN) has celebrated International Nurses Day since 1965.
  • In January 1974, ICN declared the 12th of May each year as International Nurse Day.

In recognition of Florence Nightingale’s birth anniversary, May 12th was specifically chosen as the day to commemorate her life and legacy.

Each year on May 3rd, the world unites to celebrate International Sun Day (also known as World Sun Day). This day actively promotes awareness about the tremendous benefits of solar energy. Sun Day was created to illuminate the potential of solar energy and empower the public to understand its advantages in cultivating a greener, healthier planet and supporting environmentally friendly energy solutions.

2024 Events in India:

  • On May 3, 2024, the Ministry of New and Renewable Energy (MNRE), Government of India (GoI), organized the ‘Run for Sun’ Marathon at Jawaharlal Nehru Stadium in New Delhi.
  • During International Sun Day, six cities in India sponsored Solar Stops, interactive kiosks that demonstrated the value of solar energy.

17) IAF Conducted  ‘Bambi Bucket’ Operation To Combat Forest Fires in Uttarakhand (Current Affairs 15th May 2024)

The Indian Air Force (IAF) carried out Bambi Bucket operations in coordination with the Uttarakhand government, using the Mi-17 V5 helicopter to suppress forest fires in Nainital.

The IAF launched 23 missions totaling 11 and a half hours and used 44,600 liters of water to tackle the raging flames in the highlands.

About Bambi Bucket

It was debuted in 1983 and designed by Canadian Don Arney. It revolutionized aerial firefighting by allowing helicopters to transfer massive amounts of water beneath the aircraft, providing a quick and effective way to extinguish wildfires from the air.

The Uttarakhand government launched the ‘Pirul Lao-Paise Pao’ campaign.

The Uttarakhand government has initiated a program called “Pirul Lao-Paisa Pao” to curb forest fires and damage.

About Pirul Lao-Paise Pao campaign

  • On May 8, 2024, Uttarakhand Chief Minister (CM) Pushkar Singh Dhami launched the campaign in Rudraprayag district, Uttarakhand.
  • The Uttarakhand Pollution Control Board has been tasked with overseeing the ‘Pirul Lao-Paise Pao’ Campaign.
  • For this initiative, villagers and youth will gather dried pirul (pine tree leaves) from the forest and deliver it to specified collecting points.
  • They would receive a prize of Rs 50 per kilogram (kg) put immediately into their bank accounts.
  • It decreases the fire risk provided by Pirul in pine woods and converts them into profitable uses such as energy generating.

About Pirul 

In Uttarakhand, the term “Pirul” (or “Chaita” as it’s also called) actively describes pine tree leaves. These leaves are traditionally employed for a multitude of purposes: firstly, as comfortable bedding for domestic animals; secondly, when mixed with cow dung, they transform into a potent fertilizer; and lastly, they serve as a practical and natural way to pack fruits for storage and transport.

Because of their strong burning power, they pose a significant fire hazard in pine forests; thus, collecting these leaves from the woodland zone can reduce the risk of fires.

The Uttarakhand government has constructed a 25-kilowatt (KW) power plant in Uttarkashi district’s Chakori Dhanari village, which generates energy from Pirul as a raw material.
