1) Inter-Services Organisations (Command, Control and Discipline) Act, 2023 Enforced

The Inter-Services Organisations (Command, Control, and Discipline) Act, 2023, which will be implemented by the Ministry of Defence (MoD) on May 10, 2024, is consistent with the government’s theaterisation strategy, which aims to combine the capabilities of the Indian Army (IA), Indian Air Force (IAF), and Indian Navy (IN).

This act empowers the heads of Inter-Services Organisations (ISOs) with disciplinary and administrative authorities to ensure that resources are used efficiently during wartime operations.

Passed during the Monsoon Session of 2023 and signed by the President on August 15, 2023, it gives Commanders-in-Chief (CIC) and Officers-in-Command (OIC) of ISOs the authority to exert disciplinary and administrative control over service members.

2) China emerged as Largest Trading Partner of India in FY24 with USD 118.4 Billion: GTRI Report

According to figures provided by think tank Global Trade Research Initiative (GTRI), China became India’s top trading partner in FY24 (2023-24), with USD 118.4 billion in two-way trade. In 2023-24, the United States of America (USA) was India’s second largest trading partner, with USD 118.3 billion.

  • After a two-year hiatus, China supplanted the United States as India’s top trading partner in fiscal year 24.
  • India-US bilateral trade totaled USD 118.3 billion in 2023-24. During fiscal years 22 and 23, the United States of America was India’s biggest trading partner.
  • The United Arab Emirates (UAE) was India’s third-largest commercial partner in FY24, with USD 83.6 billion, followed by Russia (USD 65.7 billion), Saudi Arabia (USD 43.4 billion), and Singapore (USD 35.6 billion).

3) MSDE and Mahindra & Mahindra launch Pilot Projects to Empower Women in Drone Technology

On May 10, 2024, the Ministry of Skill Development and Entrepreneurship (MSDE) signed an MoU with Mahindra & Mahindra Ltd. (M&M) to launch two Pilot Projects under the Drone Didi Yojana.

Key Points:

  • This relationship will use M&M’s agriculture knowledge through extensive training.
  • 2 National Skill Training Institute (NSTI) centers in Hyderabad, Telangana, and Noida, Uttar Pradesh (UP) were chosen for the Pilot Projects, which aimed to empower rural women via agriculture.
  • The alliance intends to train 500 women in exclusive batches of 20 women each at NSTI centers using a 15-day curriculum authorized by the Directorate General of Civil Aviation (DGCA).
  • Instructors from the Remote Pilot Training Organisation (RPTO) will administer the curriculum at these Centres.
  • NSTIs will provide infrastructure and lodging amenities, as well as partner with local Women Self Help Groups (SHGs) and Non-Governmental Organizations (NGOs) to mobilize participants.
  • Mahindra Group will provide initial setup support, including simulation apparatus, drones, simulator controllers, software, desktop computers with i5 processors, trainers, and cover running costs for the Pilot Projects, including the expenditures of DGCA License Holder Instructors at the centers.

Drone Didi Yojana:

The Drone Didi Yojana, which will be started in 2023, seeks to teach 15,000 women in drone operations for agricultural reasons like as crop fertilisation, crop growth monitoring, and seed sowing, as well as to provide women with economic options in emerging technology fields.

4) ICG Signed MoU with Hindalco For Indigenous Marine-Grade Aluminium

The Indian Coast Guard (ICG) has signed a Memorandum of Understanding (MoU) with Hindalco Industries Limited to produce and sell indigenous marine-grade aluminium to Indian public and private shipyards for shipbuilding.
The MoU will include benefits such as quarterly pricing, priority in suppliers, and a turnover discount, as well as the goal of improving shipbuilding project planning and cost management by offering consistent and predictable pricing over time.
The ICG fleet now consists of 67 ships with aluminum hulls capable of operating in shallow seas.
It intends to introduce more of these vessels, which will be built of local marine-grade aluminium, to improve coastal security.

5) WHO Releases 1st Global Guidelines to Reduce Bloodstream Infections from Catheter Use

The World Health Organization (WHO) has issued the first global guidelines titled “Guidelines for the prevention of bloodstream infections and other infections associated with the use of intravascular catheters: part I: peripheral catheters” to combat bloodstream and other infections caused by catheter use in minor blood vessels during medical procedures.

WHO prioritizes global collaboration to adopt best practices and reduce bloodstream infections, so guaranteeing safe treatment for all patients worldwide.

About WHO’s Guidelines:

The guidelines for health professionals include 14 good practice statements and 23 suggestions on critical topics such as education and training, asepsis and hand hygiene procedures, catheter insertion, maintenance, access, removal, and selection.

Risk Factors and Complications:

Poor catheter insertion, maintenance, and removal techniques increase the danger of transferring germs directly into the bloodstream.

Infections can cause serious illnesses such as bloodstream infections, sepsis, and problems in key organs.

Soft tissue infections at catheter insertion sites may also arise.

Scope of the Issue:

  • During hospital stays, up to 70% of patients require the use of a catheter put into a peripheral vein or artery, often known as peripherally inserted catheters (PIVCs).
  • Patients who rely on catheters are particularly vulnerable owing to sickness or compromised immunity.

Mortality and Antibiotic Resistance:

  • The WHO calculated a 24.4% death rate from healthcare-associated sepsis between 2000 and 2018.
  • Antibiotic-resistant bacteria contribute considerably to bloodstream infections, resulting in millions of fatalities each year.
  • Bacterial antimicrobial resistance (AMR) caused at least 1.27 million deaths and contributed to an additional 4.95 million deaths in 2019.

6) BOI Signed MoU with Indian Coast Guard for “BOI Rakshak Package”

On May 9, 2024, the Bank of India (BOI) signed a Memorandum of Understanding (MoU) with the Indian Coast Guard (ICG) to provide a defence service compensation package under the “BOI Rakshak Salary/ Pension Savings Scheme”.

The minimum balance for the account is 0 or nil.

Key People: The MoU was signed at ICG Headquarters in New Delhi by Narendra Singh, Deputy Inspector General (DIG) and Principal Director (Administration), ICG, Sharda Bhushan Rai, Chief General Manager (CGM) Head Office (Resource/Marketing), BOI, Mumbai, Maharashtra, and others.

BOI Rakshak Salary/ Pension Savings Scheme:

The program will apply to all levels of the ICG, including veterans, recruits, and agniveers, as well as ex-servicemen.

BOI will offer various benefits such as:

  • Personal Accidental Insurance coverage up to Rs 1.5 crore
  • Air Accidental cover up to Rs 1 crore
  • Permanent Total Disability cover up to Rs 50 lakhs
  • Partial Disability cover up to Rs 25 lakhs

Bank will also provide discounts on retail loans, processing fees, and locker rents.

All permanent defence force workers, including the Indian Army, Air Force, Navy, Paramilitary Forces, and Coast Guard.

All permanent workers of the central and state police, civil police, home guards, traffic police, and reserve police in all states, police forces in union territories, Railway Protection Force, and Government Railway Police.

The project also includes the BOI Mobile Omni Neo software, which will allow defense personnel at borders and in distant places to readily access a variety of financial options.

The Indian Public Sector Bank (PSB), BOI, introduced the app in September 2023. It provides around 200 services to its consumers.

Key Features:

  • It provides 24-hour financial transfers using Immediate Payment Service (IMPS), National Electronic financial Transfer (NEFT), and Real-Time Gross Settlement (RTGS).
  • The customer can instantaneously transfer up to Rs 25,000 without specifying a beneficiary.

7) HDFC Bank & AIM Empower Social Sector Start-Ups with Rs 19.6 Crore Grants

HDFC Bank, India’s largest private sector bank (PSB), in collaboration with Atal Innovation Mission (AIM), part of the National Institution for Transforming India (NITI Aayog), is providing awards of Rs 19.6 crore to social sector startups in FY24 (FY 2023-24).

The 7th “HDFC Bank Parivartan Start-up Grants Programme” awarded 170 social start-ups funding totaling Rs 19.6 crore through 41 incubators.

Key Points:

The program identified important areas for 2024 awards, including climate innovation, financial inclusion, agriculture and a sustainable rural economy, accessible and affordable healthcare, education and livelihood enhancement, and gender diversity and inclusion.

The startups that obtained funds are from several states, including Maharashtra, Uttar Pradesh, Tamil Nadu (TN), Karnataka, Rajasthan, Delhi, and Haryana.

It is worth noting that more than half of the 170 start-ups come from over 60 tier-II/tier-III cities in India.

The grants were awarded to the incubators like

HDFC Parivartan Startup Grants Program:

It is HDFC Bank’s yearly grant initiative for social enterprises, which was introduced in 2017. So date, the project has funded over 120 incubators representing around 400 start-ups across India.

Aim: To find and encourage entrepreneurs focused on social impact through monetary subsidies to incubators.

9) ISRO successfully tests AM PS4 Engine, a 3D Printed Rocket Engine at Mahendragiri, TN

The Indian Space Research Organisation (ISRO) conducted a successful hot test on the “AM PS4 Engine,” a liquid rocket engine built using Additive Manufacturing (AM) technology, also known as 3D printing, at the ISRO Propulsion Complex in Mahendragiri, Tamil Nadu.

During the 665-second test, the engine’s performance matched all predicted specifications.

Notably, the AM PS4 Engine is a revised version of the PS4 engine from the PSLV (Polar Satellite Launch Vehicle) upper stage.

ISRO’s Liquid Propulsion Systems Centre (LPSC) in Bengaluru, Karnataka, developed it using Design for Additive Manufacturing (DfAM) principles, and M/s WIPRO 3D produced the engine.

The engine will be incorporated into ISRO’s existing PSLV program.

Key Notes:

  • Leveraging Laser Powder Bed Fusion technology, the AM PS4 Engine achieved a dramatic reduction in part count, going from 14 to a single piece, and eliminated 19 weld joints.
  • Furthermore, AM slashed raw material consumption by 97% per engine, bringing it down from 565 kg to 13.7 kg of metal powder. It also cut production time by 60%.
  • The usage of 3D printing will improve production efficiency and performance indicators.

Background of PS4 Engine:

The PS4 engine, which is conventionally constructed by machining and welding, acts as the PSLV’s fourth stage propulsion system, producing 7.33 kN (kilonewtons) of thrust under vacuum settings. It also drives PSLV’s Reaction Control System (RCS) in its first stage (PS1).

In pressure-fed mode, the engine runs on earth-storable bipropellant combinations of Nitrogen Tetroxide as an oxidant and Mono Methyl Hydrazine as fuel.

What is 3D Printing?

3D printing is an AM method that creates three-dimensional items layer by layer using computer-generated blueprints. 3D printers use materials such as plastic, composites, or bio-materials to create items of various forms, sizes, stiffness, and colors.

Users create items with Computer-Aided Design (CAD) software, which are then produced on a 3D printer connected to a personal computer.

Unlike subtractive manufacturing technologies, this layering technique allows for greater flexibility and efficiency in production operations.

10) ISRO Chief S. Somanath Launched Zero Emission Initiative of SFO Technologies

On May 11, 2024, Sreedhara Panicker Somanath, Chairman of the Indian Space Research Organisation (ISRO) and Secretary, Department of Space, Government of India (GoI), inaugurated the carbon reduction project of Kochi (Kerala)-based SFO Technologies, the flagship firm of the NeST Group.

This program is in accordance with the United Nations’ (UN) goal of reaching 50% carbon reduction by 2035 and zero emissions by 2040.

11) DMSRDE Developed Liquid Ramjet Fuel For Advanced Air-Breathing Engine

On May 9, 2024, the Defence Research and Development Organisation (DRDO) stated that one of its laboratories, the Defence Materials and Stores Research and Development Establishment (DMSRDE), had achieved a ‘Landmark Achievement’ in creating liquid Ramjet fuel for an improved air-breathing engine.

On May 8, 2024, the ramjet fuel was successfully tested for the first time at the Defence Research and Development Laboratory (DRDL’s Ramjet Testbed).

Bharat Petroleum Corporation Limited (BPCL) and Mineral Oil Company Private Limited are the industry partners in this project.

The gasoline will not freeze even at extremely low temperatures ranging from -50 to -55 degrees.

Note: This fuel will power the BrahMos missile as well as DRDO’s forthcoming Supersonic TARget (STAR) missile.

12) NASA-JAXA XRISM Mission Discovered Iron Fingerprints in NGC 4151

XRISM (X-Ray Imaging and Spectroscopy project), a joint X-ray satellite telescope project of the Japan Aerospace Exploration Agency (JAXA) and the National Aeronautics and satellite Administration (NASA), detected iron fingerprints in the active galaxy NGC 4151.

The XRISM’s Resolve instrument collected critical data from the center of galaxy NGC 4151, where a supermassive black hole is steadily eating material from the accretion disk.

The resultant spectrum shows the presence of iron in the peak about 6.5 kiloelectron volts (keV) and the troughs around 7 keV, which are millions of times more energetic.

About NGC 4151:

NGC 4151 is a spiral galaxy located in the northern constellation Canes Venatici, approximately 43 million light years distant. The supermassive black hole at its heart is more than 20 million times the mass of the Sun. It is a dynamic galaxy, with an extremely bright and fluctuating center.

13) Renowned Punjabi Poet & Padma Shri Awardee Surjit Patar Passed Away

Padma Shri Awardee Surjit Singh Hunjan, a well-known Punjabi poet known by his pen name ‘Surjit Patar’, died at the age of 79 in Ludhiana, Punjab. He was born on January 14, 1945 in Pattar Kalan village, Jalandhar, Punjab.

About Surjit Singh Hunjan

Surjit Singh Hunjan has translated three tragedies by Federico Garcia Lorca, Girish Karnad’s drama Nagmandala, and poetry by Bertolt Brecht and Pablo Neruda into Punjabi.

He has also written television screenplays about Punjabi poets Sheikh Farid and Shiv Kumar Batalvi.

He also served as president of the Punjab Sahit Akademi and the Punjab Arts Council.

Some of his major poetry works are ‘Birkh Arz Kare’ (Thus Spoke the Tree), ‘Patjhar Di Pazeb’ (Anklet of Autumn), ‘Lafzaan Di Dargah’ (Shrine of Words), and ‘Surzameen’ (Music Land).

Awards & Honours 

He earned the Padma Shri in 2012 for his services to literature and education.

In 1980, he received the ‘Gyani Gurmukh Singh Musafir Poetry Award’ from the Language Department in Patiala, Punjab for his work ‘Hawa Vich Likhe Harf’ (Words written in the Air).

He also received the ‘Kartar Singh Dhaliwal’ Award from the Punjabi Sahit Akademi in Ludhiana in 1985 and the Bhartiya Sahit Akademi in New Delhi in 1993 for ‘Hanere Vich Sulagdi Varanmala’ (Words Smouldering in the Dark).

In 1997, he received the ‘Shiromni Punjabi Kavi’ Award from the Language Department of Patiala in Punjab.

He also got notable honors such as the Saraswati Samman from the K.K. Birla Foundation (2009), the Panchnad Puruskar from the Bhartiya Bhasha Parishad (1999), and the Kusumagraj Literary Award in 2014.

14) Hollywood Film Producer & Director Roger Corman Passed Away

Roger William Corman, an American film producer, director, and actor, died at the age of 98 in Santa Monica, California, United States. He was born on April 5, 1926, in Detroit, Michigan, USA.

Awards:

In 2009, he received an Honorary Lifetime Academy Award (Oscar) for his unrivaled commitment to developing new filmmakers, which outweighed the value of any film school.

About Roger William Corman:

  • Initially, he served in the United States Navy from 1944 until 1946.
  • In 1953, he began his cinematic career as a courier at 20th Century Fox, subsequently becoming a story analyst and screenwriter.
  • He began directing films in 1955, earning his first producer credit on “The Fast and the Furious” (1955).
  • Following several commercial triumphs, he extended his business as an independent distributor.
  • In 1970, Roger and Gene Corman formed New World Pictures, an independent film production and distribution firm.
  • He has the record for the fastest professional 35mm feature film shot.
  • Corman’s initial version of “The Little Shop of Horrors” (1960) established a record by finishing in two days and one night.

15) Renowned Chess trainer & Kerala’s 1st International Master Varugeese Koshy Passed Away

Varugeese Koshy, a prominent chess tutor and Kerala’s first international master, died at the age of 66 in Chennai, Tamil Nadu (TN). He was born October 3, 1958, in Adoor, Pathanamthitta district, Kerala.

Varugeese earned the Fédération Internationale des Échecs (FIDE) title of International Master (IM) in 1993.

He represented India in various international events and was also the President of the Chess Players Forum India (established in 2020-21).

He has tutored numerous Indian chess players, including Grandmasters P. Harikrishna, S. L. Narayanan, and N. R. Visakh.

He served for the Central Reserve Police Force (CRPF) at Mount Abu, Tata Iron and Steel Company (TISCO, Jamshedpur, Jharkhand), and ONGC (Oil and Natural Gas Corporation), from which he resigned in 2018.

The Department of Science and Technology’s (DST) Technology Development Board (TDB) will determine the subject for this yearly event. On May 11, 2024, National Technology Day will be celebrated for the 26th consecutive year.

The 2024 event had the subject “Promoting Clean and Green Technologies for a Sustainable Future”.

Background:

  • In 1998, the then-Prime Minister of India, Atal Bihari Vajpayee, named May 11 as National Technology Day to honor the Indian Army’s Pokhran II nuclear tests.
  • The Council for Technology organized the first National Technology Day on May 11, 1999.

17) World Migratory Bird Day 2024 – May 11

The United Nations (UN) backs a biannual campaign called World Migratory Bird Day (WMBD) that kicks off on the second Saturday of May and October. This initiative aims to raise awareness about migratory birds and the critical need for international collaboration in conserving them and their habitats.

  • WMBD 2024 occurs on May 11, 2024 and October 12, 2024.
  • The topic for WMBD 2024 is “Protect Insects, Protect Birds”.

Background:

  • Visionaries at the Smithsonian Migratory Bird Center founded International Migratory Bird Day (IMBD), currently known as World Migratory Bird Day, in 1993 in the United States.
  • The Convention on Migratory Species (CMS) and the African-Eurasian Migratory Waterbird Agreement (AEWA) join forces with Environment for the Americas (EFTA) to organize this event.
  • To mark its tenth anniversary in 2005, the AEWA Secretariat spearheaded the launch of Migratory Waterbird Days (MWD) across Africa, Europe, and parts of Asia.
  • On the weekend of 8-9 April 2006, AEWA and CMS inaugurated the first WMBD at Ms. Kuki Gallmann’s famed wildlife reserve ‘Ole Ari Nyiro’ in Laikipia, Kenya
