1) MEA, Meity and CSC eGovernance Signed MoU To Provide eMigrate Services Through CSC
The Ministry of External Affairs (MEA), the Ministry of Electronics and Information Technology (MEITY), and CSC eGovernance Services India Limited, a Special Purpose Vehicle (SPV), have signed a Memorandum of Understanding (MoU) to provide eMigrate services through Common Services Centres (CSCs) in India.
The MoU was signed on May 28, 2024, during the National Workshop on ‘Powering Transformation via User Experience and User Interface (UI/UX) for Digital Governance’ in New Delhi, Delhi.
Signatories: The MoU was signed by Bramha Kumar, Joint Secretary (OE & PGE) Division, MEA; Sanket Bhondve, Joint Secretary (DigiGov), MeitY; and Akshay Jha, Chief Operating Officer (COO) of CSC eGovernance Services India Limited.
Key Points:
- The eMigrate project aims to help blue-collar workers traveling to Emigration Check Required (ECR) nations.
- The initiative was created to solve the obstacles that migrant workers face by streamlining the emigration procedure online.
- It also brings together international employers, registered recruiting brokers, and insurance providers on a single platform to encourage safe and legal migration.
Highlights of MoU:
Under this MoU, MEA’s eMigrate site would be connected with CSC’s site, allowing citizens to access the following eMigrate services through CSCs:
- It makes it easier to register, upload, and process needed papers on the eMigrate site using CSCs.
- It also allows and supports the booking of medical and other services required by migrant workers or applicants enrolled on the eMigrate site via CSC.
- It raises awareness of eMigrate services among residents across India.

- Common Service Centres (CSCs) are an essential component of the Digital India Mission.
- It is a front-end service delivery center that provides digital services to citizens, mostly in rural and remote parts of India.

2) IITK DRDO Jointly Inaugurates Centre of Excellence in Defence Technologies
The Indian Institute of Technology Kanpur (IITK) has collaborated with the military Research and Development Organisation (DRDO) to establish the DRDO-Industry-Academia Centre of Excellence (DIA CoE) on the IITK campus to conduct multidisciplinary research on next-generation military technology.
Sanjay Tandon, the previous director of the Institute of Technology Management (ITM) in Mussoorie, Uttarakhand, has been appointed director of IITK’s center of excellence.
- The center intends to spearhead targeted research in a variety of defense verticals, including advanced nanomaterials, rapid material design, high-energy materials, and bioengineering.
- The DRDO will fund projects and build critical technical facilities and contemporary infrastructure to allow and promote research and development (R&D) initiatives.
- The DIA CoE at IIT Kanpur was established in 2022 following the signing of a Memorandum of Understanding (MoU) at Def-Expo-2022 in Gandhinagar, Gujarat.

3) THE Asia University Rankings 2024: IISc Topped among Indian Institutes; China’s Tsinghua University Tops
According to the 12th edition of Times Higher Education’s (THE) Asia University Rankings (2024), the Indian Institute of Science (IISc), Bengaluru (Karnataka), is the top rated Indian university, ranking 32nd. The 2024 list includes 91 Indian institutions.
Tsinghua University (China) has led the list for the sixth consecutive year, followed by Peking University (China) and National University of Singapore (NUS) (Singapore) in second and third place, respectively.
- The Asia University Ranking 2024 includes 739 universities from 31 countries/regions. This is a 10.5% growth, up from 669 in 2023.
- Japan has the most universities on the 2024 list, with 119, followed by India (91, up from 75 in 2023) and Mainland China (86).

4) SEBI Notified Framework for Issue of Subordinate Units in Privately Placed InvITs
The Securities and Exchange Board of India (SEBI) has approved a framework that allows privately held Infrastructure Investment Trusts (InvITs) to issue subordinate units.
SEBI created this new framework in exercise of its powers under Section 30 read with Sections 11 and 12 of the SEBI Act of 1992, and made some adjustments to the Securities and Exchange Board of India (Infrastructure Investment Trusts) Regulations, 2014.
The amended regulations are now known as the Securities and Exchange Board of India (Infrastructure Investment Trusts) (Amendment) Regulations of 2024.
Significance:
- The Framework intends to close the value gap caused by a discrepancy in asset valuation between the sponsor (seller) and the InvIT (buyer).
- It has been intended to contain risk reduction strategies for these units.
Key Features of the Subordinate Units:
Upon purchase of an infrastructure project, sponsors or their partners shall get subordinate units.
- Unlike regular units, subordinate units will not have voting or distribution rights.
- The number of subordinate units at the time of acquisition shall not exceed 10% of the InvIT’s acquisition price for the infrastructure project.
- An InvIT’s total number of outstanding subordinate units issued must not exceed 10% of its total number of outstanding ordinary units.
- InvIT will not raise money through public offerings if any subordinate units have been issued and are outstanding.
- Subordinate units will be categorized as ordinary units after they meet the performance requirements after three years of issue.
The investment manager must then get in-principle clearance from the recognised stock market before listing such subordinate units.
The investment manager is obligated to reveal progress towards the performance benchmark in the InvIT’s annual report.
The price of subordinates shall be decided in accordance with the pricing standards applicable to the issue of ordinary units.
About InvITs:
- These are investment mechanisms similar to mutual funds that allow individuals and institutional investors to invest directly in infrastructure projects and get a small percentage of the revenue as a return.
- Investments can be made directly or through Special Purpose Vehicles.
- The SEBI regulates InvITs under the Securities and Exchange Board of India (Infrastructure Investment Trusts) Regulations, 2014.

5) Bank of Maharashtra Introduces Maha Krishi Samrudhi Yojana to Offer Financial Support for Food & Agro-Based Industries
The Bank of Maharashtra (BoM) launched the Maha Krishi Samrudhi Yojana (MKSY), a critical initiative to provide financial assistance to Food and Agro-Based Industries and Agri infrastructure projects, including startups involved in processing activities and the development of agricultural infrastructure facilities.
About Maha Krishi Samrudhi Yojana (MKSY):
Eligibility:
- Individuals, proprietorships, partnership concerns, Farmer Producer corporations (FPCs), private limited corporations, public limited firms, and Limited Liability Partnerships (LLPs) are all eligible for MKSY support.
- MKSY also applies to new and existing (including takeovers from banks and financial institutions) food and agro-processing enterprises classified as “Agriculture”.
Features:
MKSY also provides financing for new and expansion of existing enterprises. This involves the acquisition/construction of land, buildings, plant, and machinery in accordance with the project budget.
This comprises term loans, working capital/export credit, letters of credit (LCs), and bank guarantees (BGs), with a maximum loan ceiling of Rs. 100 crore (no minimum amount).
MKSY allows term loans to be repaid over a period of up to ten years. All working capital loans are repayable upon demand.
MKSY’s cluster-based strategy aligns with the Ministry of Food Processing Industries’ One District One Product (ODOP) program.
MKSY follows the orders of the Department of Agriculture and Farmers Welfare (DA&FW) and the Ministry of Agriculture and Farmers’ Welfare (MoAF&W).
Margin & Rating Support:
- Low-margin financing for term loans (minimum 10 to 25%) and working capital constraints (stocks and book debt at 25%).
- For all accounts with aggregate exposures of more than Rs.25.00 lakhs, an internal credit rating is required; for all loan accounts with aggregate exposures of more than Rs.25.00 crores, an external credit rating is required, with a minimum credit risk rating of “BBB”.

6) SBI Research Report: India’s GDP Growth Likely to Touch 8%; 7.4% GDP Growth for Q4FY24 (Current Affairs 31st May 2024)
According to a forecast from the State Bank of India’s Economic Research Department, India’s Gross Domestic Product (GDP) growth is predicted to reach 8% in fiscal year 24.
While SBI’s Artificial Neural Network (ANN) model, which uses 30 high frequency variables, forecasts 7.4% GDP growth in the fourth quarter of FY24 (2023-24).
The Reserve Bank of India (RBI) estimates that India’s GDP would rise by 7.3%, 7.5%, and 7.0% in Q4FY24, Q1FY25, and FY25, respectively.
The Government of India (GoI) will disclose India’s GDP data for Q4 (January-March 2024) and provisional estimates for FY24 on May 31, 2024.
Key Findings:
Growth in Rural and Urban Economy:
The leading indicators included in the research demonstrated a secular growth tendency across urban and rural settings.
However, it expected that incremental growth in the rural sector would ramp up quicker.
Since January 2024, more than 80% of leading indicators in metropolitan areas have shown a positive growth trend.
Indicators such as passenger vehicle sales, airport passenger traffic, GST collection, credit card transactions, fuel consumption, and toll collection demonstrated a rising urban economic momentum.
The rural economy is catching up with the proportion of accelerating indicators, with growth acceleration reaching 75% (in March 2024) compared to 56% (in February 2024) and 60% (in January 2024).
Indicators like as fuel consumption and 2-wheeler sales suggested an increase in rural economic momentum.
About Corporate India:
In Q4FY24, around 2400 listed firms reported a 9% increase in top-line revenue.
While Earnings Before Interest, Taxes, Depreciation, and Amortization (EBITDA) climbed by nearly 21% compared to a flat top line in the prior FY24 quarters.
- On a year-over-year (Y-o-Y) basis, profit after tax (PAT) growth fell from 42% to 12% in the previous two quarters.
- Corporate Good Value Added (GVA) rose to 18% in Q4FY24 from 20% in Q4FY23.
- EBITDA growth fell somewhat from 26% to 21% in Q4 FY24.
Sectors such as banking, automobiles, capital, goods, and pharmaceuticals, among others, had excellent growth in the fourth quarter.
GDP Growth and Outlook: Q4FY24
- Despite geopolitical and adverse weather situations, global growth is resilient, with lower inflation and tighter labor markets.
- Global headline inflation will fall from an annual average of 6.8% in 2023 to 5.9% in 2024, then to 4.5% in 2025 (International Monetary Fund (IMF) forecast).
- The research emphasized that a “above normal” monsoon will support the rural economy by increasing domestic supply of pulses, oilseeds, and grains.

7) Bank Credit Growth to Slip 200 bps to 14% in FY25: CRISIL Ratings (Current Affairs 31st May 2024)
CRISIL Ratings Limited, a division of CRISIL Limited, predicts that bank credit growth would slow to around 14% in 2024-2025, down from 16% in 2023-2024.
Strong economic activity and surging retail credit demand fueled a significant increase in loans during the previous fiscal year.
However, factors such as a large base effect, revised risk weights, and a projected slowdown in GDP growth from 7.6% in FY24 to 6.8% in FY25 are likely to temper loan growth in the current fiscal year.
Note that the fundamental determinants of loan demand remain robust. Private business capital expenditure (capex) is predicted to go up in the second half of fiscal 2025.
Segment-Wise Growth Expectations:
- Corporate credit accounts for around 45% of bank lending and is predicted to rise at a rate of around 13% due to private sector industrial investment.
- Retail Credit (~28% of bank credit): The second-largest category is expected to increase quickest at ~16%, albeit a minor slowdown from ~17% in fiscal 2024.
- MSME credit accounts for approximately 16% of total credit.
- Growth is expected to be over 15% (up from 19% in FY24), with assistance from downstream expenditure, government efforts, and better industry formalisation.
- Agricultural Credit: Monsoon-driven growth is likely to moderate following a robust fiscal year in 2024.
Note that the rate of deposit growth will impact credit growth, as banks rely increasingly on surplus Statutory Liquidity Ratio (SLR) reserves.

8) Radisys Forms Consortium To Set Up Telecom Network in Ghana (Current Affairs 31st May 2024)
The Reliance-backed Radisys India Limited has formed the Next-Gen Infrastructure Company (NGIC) for the Government of Ghana, in collaboration with Nokia Corporation, Tech Mahindra Limited, Ascend Digital Solutions Limited, K-NET Private Limited, and Mobile Network Operators (MNOs) AT Ghana and Telecel Ghana.
- The NGIC has been granted a 5G licence and is anticipated to deploy 5G services in Ghana within the next six months, followed by growth into other regions of Africa.

11) DRDO Successfully Conducted the Flight-test of RudraM-II Air-to-Surface Missile from Su-30 MK-I off the Odisha Coast (Current Affairs 31st May 2024)
On May 29, 2024, the Defence Research and Development Organisation (DRDO) successfully tested the RudraM-II, Next Generation Anti-Radiation Missile (NGARM), from the Indian Air Force’s Su-30 MK-I fighter plane. DRDO successfully flight-tested air-to-surface missile off Odisha.
In 2020, India test-fired its first indigenous anti-radiation missile, the RudraM-1, from a Su-30MKI.
About RudraM–II Missile:
- Indigenously-built, solid-fuel air missile destroys enemy ground targets.
- It can carry 200 kg of cargo and reach a top speed of 6,791 km/h (Mach 5.5).

12) South Korea Completes Development of Long-Range SAM System (Current Affairs 31st May 2024)
South Korea’s Defense Acquisition Program Administration (DAPA) has completed development of the Long-Range Surface-to-Air Missile (L-SAM) system and gained battle readiness certification.
It successfully completed four target interception tests in 2023 and will launch in March 2024. The L-SAM met all technological specifications established by the Republic of Korea Armed Forces.
- L-SAM starts production in 2025 for deployment by 2028.
- Initiated in 2014, DAPA & LIG Nex1 teamed on L-SAM in 2019.
- It is capable of shooting down incoming objects at altitudes ranging from 50 to 60 kilometers (31 to 37 miles), including ballistic missiles and fighter planes.
The system is a component of South Korea’s indigenous ballistic missile defense (BMD) architecture, known as the Korea Air and Missile Defense (KAMD) system.

- The Korean military is also developing the L-SAM Block-II, which has a greater intercept altitude than the original L-SAM.

13) Indian Arm Wrestlers won 7 medals at the Asian Arm-wrestling Championship 2024 (Current Affairs 31st May 2024)
The Indian Arm-Wrestling team won seven medals (1 gold and six bronze) at the 22nd Asian Arm-Wrestling Championship and 21st Asian Para Arm-Wrestling Championship 2024, which took place in Tashkent, Uzbekistan, from May 20 to May 27, 2024.
The Asian Armwrestling Federation (AAF) and the Uzbekistan Armwrestling Federation (UZAF) jointly staged the 2024 Championship.
The Indian wrestling team competed under the aegis of the People’s Armwrestling Federation of India (PAFI).

- Shrimant Jha, a para-arm wrestler from Chhattisgarh, won gold in the left-hand +85 kg para division and bronze in the right-hand para-senior category.
- Sachin Goyal earned a bronze medal in the tough 85 kg Senior division (right-hand position). He now plays for the Baroda Badshahs in the Pro Panja League.
- Laxman Singh Bhandari earned two bronze medals in the right- and left-hand master divisions.
- Ibi Lollen of Arunachal Pradesh won two bronze medals in the senior women’s 70 kg weight category (left and right hand positions).

14) Oscar Winning Canadian Film Producer Albert S. Ruddy Passed Away (Current Affairs 31st May 2024)
Albert Stotland Ruddy, the renowned Oscar-winning Canadian film producer, died at the age of 94 at UCLA Medical Center in Los Angeles, United States of America. He was born on March 28, 1930 in Montreal, Canada.
